Autosupport Transmission failed with Error 503 as 7z files are Blocked

Issue
AutoSupport messages fail to send via HTTPS.
Symptoms:
- AutoSupport delivery fails with HTTP 503 errors.
- Notifyd logs show “FileTransferBlocked” and references to “.7z” files.
- The following messages are seen on Autosupport check show-details:
Component: https-put-destinationStatus: failedDetail: HTTPS PUT connectivity check failed for destination: https://support.netapp.com/put/AsupPut/. Server responded with Error: 503.
Component: https-post-destinationStatus: failedDetail: HTTPS POST connectivity check failed for destination: https://support.netapp.com/asupprod/post/1.0/postAsup. Server responded with Error: 503.
- The following messages can be seen on Notifyd logs:
