An account with a custom role is unable to access System Manager GUI

Issue
Users created under a custom role are unable to access OSM, after entering the credentials the page hangs for several minutes until it gives the below error:
"You are not authorized to access the following workflow or API: api/private/cluster/notes"
- User accounts have the required permissions: ontapi, rest, security and sysmgr
- User accounts have the required application methods: HTTP, ontapi, ssh
