After head swap new controller cannot recover from backup config

Issue

While performing head swap, boot menu option 4 (wipe config) was accidentally done.  This option wipes the existing root volume.
Restoring from backup fails:


Node-2::*> system configuration recovery node restore -backup Node-02.8hour.2025-12-09.02_15_00.7z -nodename-in-backup Node-2  
Warning: This command overwrites local configuration files with files contained in the specified backup file. Use this command only to recover from a disaster that resulted in the loss of the local configuration files.
The node will reboot after restoring the local configuration.
