Issue

Below error is received while trying to install windows HUK 7.1 on windows server 2016:


The following hotfixes are not available on the system:
1.Q3197954- File not installed. File versions not available because critical file not found

Please install the hotfixes or srevice pack listed and retry the isntallation
hotfixes listed  may require instrallation of a Windows update rollup.
Please check http://support.microsoft.com for hotfix details
