The SP continues to boot into the backup firmware image after an upgrade to SP firmware 5.1

Issue

After an upgrade to SP firmware 5.1, the SP continues to boot into the backup firmware image.

Even though the new firmware version is showing as installed to the primary image, the SP continues to boot into the backup image:
