Issue

1. AutoSupport reports:

HMSCSA:HA Group Notification from cluster1-03 (Health Monitor process cshm: ClusterSwitchConfig_Alert[cluster1-03]) ERROR

2. Sysconfig -a output shows a port down

3. System health is degraded

4. Switch-Health subsystem is degraded
