Connecting unsupported SFP Port when running ONTAP 9 can cause the Storage Node to panic when node is rebooted

Issue

Panic occurs doing boot (may or may not be a reboot during ONTAP upgrade):

PANIC: thread (swi6:task queue)on cpu 5 hung for 4001 milliseconds in process swi6: task queue on release 9.3P18

During boot process, an error similar to the following is seen on the console:

kernel: netif.sfpNotSupported:error]: The SFP+ or QSFP+ module (FIBERSTORE SFP-10GLRM-31 ) installed in e1b is not supported with this network interface.
