Changing switch health monitor to SNMPv3 fails with User must be a valid SNMPv3 user

Issue

When attempting to convert the CSHM process to monitor to SNMPv3, the command fails with the following error:
 
Cluster1::> system switch ethernet modify -device Switch1 -snmp-version SNMPv3 -community-or-username USER
 
Error: "USER" must be a valid SNMPv3 user belonging to remote switch with IP address "xx.xx.xx.xx" and must also be configured in ONTAP.
