Brocade switch does not accept NPIV initialization due to NPIV limit 0

Issue

New brocade switch setup fails operational LIF connectivity due to Brocade switch NPIV login limit set to 0. Brocade default limit is set to 126 and it is unconfirmed how the value was changed. There is no ability to stand up new Brocade deployment as LIF's cannot negotiate NPIV to the switch port.

Example error messages on the Brocade switch log:

[SWCH-1046], 1782, FID 128, WARNING, SWITCHNAME, Configured NPIV Login Limit of 0 exceeded on port index X.
