BMC SSH fails with Connection refused on FAS8300, AFF-A400,AFF-A800 and FAS8700

Baseboard Management Controller (BMC)

Issue

Connection is refused when attempting to SSH to the BMC.
BMC responds to ping from the client.
In the console the following events may be reported:
