Auto SP/BMC firmware upgrade fails due to no ARP response coming on e0M

Issue
- Automatic SP/BMC firmware upgrade on a node fails.
- Node reports SPAutoUpgradeFailedMajorAlert alert.
- Ping and SSH to SP/BMC IP Address times out.
- Issue persists despite:
- In the e0M ARP table entries, the gateway MAC is not listed.
- Packet trace collected on port e0M reveals:
- e0M port sends ARP requests.
- No response ARP response is received.
- If issue is with SP/BMC access you may see this printed from console output:
[IPMIMain][INFO]No data found in arp table, update arp with command: ping -I eth0 -c 1 -s 8 -W x.x.x.x > /dev/null
