After running 9a-9b node panics with PANIC : raid: Unable to find root aggregate. Reason: Unknown

Issue

When doing a boot-menu option 9a/9b, ONTAP attempts to reassign all disks, partition them, and make a root aggr. After the first node arrives at cluster setup, the second node will PANIC during its 9b process.
