vserver migrate fails with "Configuration Baseline has not arrived for Vserver"

Issue

SVM migration fails with below error
 
Errors and Warnings During Migrate: Migrate operation failed.
Reason: Application of configuration failed for Vserver "NAME".
Reason: Failed when polling for the migrate operation
completion for Vserver "NAME".
Reason: Configuration Baseline has not arrived for Vserver
 
Checking the mgwd logs 
 
src/tables/vserverdr/migrate/vserver_migrate_util.cc:319 (thr_id:0x839770900) Txn: 0:src/tables/vserverdr/migrate/vserver_migrate_precheck.cc:is_aff_cluster:7151 Node is non-aff system. Migrate is currently supported between AFF to AFF plarform only
