Small delta SnapMirror updates are taking longer in 9.14.1

Issue

Scheduled SnapMirror updates see that transfers with zero delta take significant amount of time to complete (~2mins) after being upgraded to 9.14.1 (both source and destination). With earlier versions transfer times are around ~15-20secs.
