My SnapCenter Snapvault retention policy of 60 days is not being met but the snapshots are being created

Issue

SnapCenter was configured to create new SnapVault snapshots in four volumes with a retention period of 60 days.  The snapshots were being created on each node volume but the retention was never expanding above 46.  The SnapVault process was deleting the oldest snapshot keeping the snap count at 47.
