Cannot create destination vserver due to vserver peer transition relationship

Issue

When attempting to create a destination vserver for us with the 7MTT,  the following error is seen:

Netapp::> vserver create -vserver Netapp -subtype default -rootvolume netapp_root -rootvolume-security-style unix -language C.UTF-8

Error: command failed: Failed to create Vserver "Netapp" because the name is in use by a peer vFiler in a transition peer relationship.
