User created via System Manager unable to login to System Manager

Issue
- When creating a user in System Manager the resulting user is unable to login to via the web UI
- Occurs when the the role the new user is assigned to has "Password Expires In (Days)" option set to a finite value.
- Occurs even if the role has "Require Initial Password Update on First Login" set to "disabled".
