System Manager login page is slow for ONTAP 9.12 from an internet restricted system

- ONTAP 9.12.x and above
- ONTAP System Manager (OSM)
Issue
- OSM login page is loading for a minute before prompting for credentials
- This is seen while accessing OSM from a system with no/restricted internet connection
- Error in the developer console:
Connectivity to CloudManager is not established.
