System Manager inaccessible after upgrade from ONTAP 9.7 to 9.7.x or 9.8 due to missing SSL certificate

Issue
- Cannot access OnCommand System Manager after ONTAP upgrade
- System Manager (OnBox, hosted by cluster) is inaccessible using a web browser with generic network timeout error
- SSH to the cluster CLI works
- SSL certificate authentication for the cluster is found to be disabled
- The
apache.error
log will report the following error for the clusteradmin vserver
