Setting up SAML authentication in System Manager results in error when IdP metadata URI contains a question mark, error: "The data file was not downloaded from the specified IdP URI"

Issue
When using ONTAP System Manager to configure SAML authentication, clicking Save results in an error banner if the IdP URI address used contains a question mark (?).
Example:
https://login.microsoftonline.com/xxxxxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxxxxxx/federationmetadata/2007-06/federationmetadata.xml?appid=nnnnnnnn-nnnn-nnnn-nnnn-nnnnnnnnnnnn
The data file was not downloaded from the specified IdP URI.
