ONTAP cluster running ONTAP 9.16.1 release experiences System Manager ONTAP update image validation failure

Issue

When attempting to upgrade a ONTAP cluster running 9.16.1, after adding a ONTAP upgrade image via System Manager and subsequently attempt to Validate the package fails with the following message in System Manager:

On a 2 node cluster.

Validation couldn't be completed due to errors. Fix the errors, and validate again. Pre-update check Status Message ScriptExecution x Internal error. Initialization failed

Subsequent command line output of cluster image show-update-progress command shows the following output:

::> cluster image show-update-progress Estimated Elapsed Update Phase Status Duration Duration -------------------- ----------------- --------------- --------------- Pre-update checks failed 00:10:00 00:00:00 Details: Pre-update Check Status Error-Action -------------------- ----------------- -------------------------------------- ScriptExecution Error Error: Internal error. Initialization failed Action: Verify that all nodes are healthy using the "cluster show" command, then try the command again Overall Status Error Error 2 entries were displayed.

The output of the cluster image show-update-log advanced privilege level command also shows a failure in the "package-management" phase "synch-image" transaction:
