Issue

Creating volumes in System Manager result in a snapshot reserve that is made outside of the total volume size.
Example:
100 MB volume made in System Manager with a 5% reserve results in a 100MB volume with 5MB reserve.
100 MB volume made via CLI with a 5% reserve results in 95MB volume with 5MB reserve.
