SVM administrator cannot configure QoS for Manila volumes in ONTAP 9.15.1

Issue
- ONTAP is used as the storage backend for a private cloud based on OpenStack
- Multiple OpenStack environments exist with separate security or tenant requirements
- Each OpenStack environment maps to a dedicated SVM
- Volumes (FlexVol) are provisioned by the OpenStack Manila driver
- QoS is configured per Manila share (volume)
- QoS configuration fails when using SVM administrator credentials
- QoS commands are not available in the SVM (vserver) CLI context
- SVM administrators cannot manage QoS for volumes owned by the same SVM
