Volume create or move fails when Onboard Key Manager is not in sync

Issue

When creating a volume from the System Manager you get the following error:

Attempting to create or move a volume via CLI, you get below error:
 
Error: command failed: The Onboard Key Manager is already configured. To sync any nodes with the Onboard Key Manager configuration, run the "security key-manager onboard sync" command. Provide the cluster-wide passphrase initially configured for the cluster
