Lun creation fails with "The Onboard Key Manager is already configured"

Issue

When attempting to create or move a volume, the command fails with the below error:

The LUN wasn't added for the storage VM SAN_SVM because The Onboard Key Manager is already configured. To sync any nodes with the Onboard Key Manager configuration, use the REST PATCH method "/security/key-managers/{uuid}" and provide the cluster-wide passphrase configured for the cluster
