Cannot assign authentication keys to disks after migration from OKM to EKM

Issue

When attempting to assign authentication-keys to NSE disks the command says successful but keys are not added
 
Example:
 
cluster1::> storage encryption disk modify -disk * -data-key-id xxxxxxxxxxxxxxxx ::
Success: 10 entries were acted on.

cluster1::> storage encryption disk show
Disk    Mode Data Key ID
-----   ---- ----------------------------------------------------------------
0.0.0   data 0x0
0.0.1   data 0x0
