SANnav unable to login with error License is Invalid Login not possible

Issue
- After SANnav has been setup an error is received "License is Invalid - Login not possible" on web page login
- Check messages and services using SSH to appliance and check-sannav-status.sh indicate license service not started or restarting and fatal task error related to 2 CPUs available
- Alternatively collect the supportsave logs from the cli using SSH and check it manaully
