SnapCenter plug-in hosts hang on running backups after MCC switchover or switchback

Issue

Some of the Windows hosts could not longer run backups, and hung during the Job. The error from the SCC log was:

com.netapp.snapcreator.common.exception.SMSClientException: Error accessing API Quiesce with TARGET_URL https://<HOST_FQDN>:8145/SnapDrivePlugin/. Response return code is : 404

After restarting the Windows service, trying to restart the SCC Service caused a failure:
Error 1053: the service did not respond to the start or control request in a timely fashion.
