Installation or upgrade of SnapCenter 4.8 or 4.9 fails before dialog

Issue

When attempting to perform a new SC 4.8 or 4.9 installation, or an upgrade from SC 4.6 or earlier, to SC 4.8, the installer disappears after the inital progress screen, and the following lines are visible at the end of the InstallShield.log:
