Host deployment fails with "Unable to find the supported plug-ins info" in 4.8

Any of the plug-in deployments  to hosts for either install or upgrade fail with the following error, in the SnapManagerWeb_<JOB>.log:
Failed to calculate the plug-in compatibility status. Unable to find the supported plug-ins info.
This despite the following correctly configured related bits:
  • the package repository at %PROGRAMDATA%\NetApp\SnapCenter\Package Repository having all the plug-in installer files (Windows, Linux, AIX), their signature .sig files (4.8+), and including the oracle_checksum.txt and the snapcenter.config file.
  • the registry entry at\HKEY_LOCAL_MACHINE\SOFTWARE\NetApp\SnapCenterServer correctly points to %PROGRAMDATA%\NetApp\SnapCenter
  • the NSM repository database's table nsm_PluginPackages shows the correct version plug-ins with correct file reference in Repository_Path and with Downloaded set to (binary, single bit) 0x1.
