The OnCommand Insight Java client does not launch after Java upgrade

  • OnCommand Insight 7.3.8 (OCI) Windows installation (any windows version) 
  • Java 8u202 and higher
  • After any modification/upgrade of Java
  • After OCI upgrade, which upgrades Java


The first launch of the OCI Java client succeeds. Subsequent launches fail with "Unable to launch the application".
