Port 50000 unavailable causes OnCommand Data Warehouse installation to fail when Configuring Cognos

OnCommand Insight Data Warehouse (DWH)7.3.10+ 


When installing DWH DB2 installs successfully and moves on to the MSI installer.  Once Cognos starts to install and you get to the 'Configuring Cognos' step it hangs and never completes or errors out.
