Failed to connect to the controller timeout waiting for the system to boot error when starting ocie service in aiqum server

Issue

When starting the AIQUM "ocie" service we get the following errors

Failed to connect to the controller: Timeout waiting for the system to boot.

stat() failed on /etc/rc.d/init.d/jexec: No such file or directory
