StorageGRID decommission won't begin due to Validation failing

Issue

When attempting to Start the decommission operation the following error is observed:
 
422: Unprocessable Entity
Validation failed. Please check the values you entered for errors.
The following nodes are currently offline or unreachable: <affected node names>. You must bring these nodes back online before StorageGRID can remove the node or nodes you selected.
