StorageGRID EC data rebalance does not fail but does not rebalance either

Issue

When attempting to perform ec-rebalancing, the tasks shows as succes but did not perform many moves. This is despite several nodes having a lot more space usage than others.

Example:

rebalance-data start --site "sitename"
