Answer

No, the ILM retention refers to how long the data will be stored before removal. If the ILM retention is set to 60 days, it will be removed 60 days after the object was ingested. At any point before the 60-day period, a client-driven delete can be sent to remove the object. If the retention is forever, the object will remain stored in the bucket until it's removed by the client.
