StorageGRID hotfix distribution fails on some nodes when performing combined upgrade from 11.6.0.11 to 11.7.0.4

Issue

StorageGRID upgraded using combined hotfix upgrade from 11.6.0.11 to 11.7.0.4 completes, however, some of the nodes reflect 11.7.0 instead of 11.7.0.4 under StorageGRID UI > Nodes > Affected Node > Hardware.
