StorageGRID decommission keeps pausing at Decommissioning Erasure Coding post change of EC conversion

Issue

During stage to decommission EC data, task continuously enters a Paused status after making very little progress towards completion
  • Warning indicates to check bycast.log
    • Apr 23 17:54:49 <ADMIN Node> ADE: |18952365 1441265603 GRAS GANS 2024-04-23T17:54:49.356725| NOTICE   1001 GRAS: Sending EVENT_GRIDCHECK_ANS TID 4495383845250600576, type 'LTAC', result 'SUCS', reason '{OID='2.16.124.113590.3.0.4.5.39','The Storage Node decommission cannot complete. Ensure all nodes are running and connected. Then, review all Erasure Coding profiles in use to ensure they can still be fulfilled. As required, update the ILM policy and try again. For details about this error, check bycast.log.'}' to PID 1441265626, NID 18952365.
