Unable to delete SWIFT tenants on StorageGRID due to Keystone servers being decomissioned

Issue

When trying to delete SWIFT tenant account from StorageGRID, it reports:
Tenant account <tenant name> must remove all of its buckets or containers before you can remove the tenant account
Keystone tenant accounts only support Keystone users
Keystone VM was previously decommissioned and unable to be restored.
