HIC3 reports DOWN with legacy alarm active after upgrading to StorageGRID 11.9

Issue
- Following an upgrade to StorageGRID 11.9, a legacy alarm reports DOWN for HIC3 on storage node(s).
- Following a node reboot running StorageGRID 11.9, HIC3 may also reports as DOWN.
- StorageGRID UI may report alert:
Storage appliance storage connectivity degraded ifconfigoutput on affected node(s) show HIC3 is assigned the same IP address as the GRID network (eth0).
