Slow GET performance after StorageGRID upgrade to 11.8 in Fabricpool configuration

Issue
- Following an upgrade to 11.8.0.15, observed extremely slow S3 GET operations when retrieving cold tiered data via ONTAP/FabricPool.
- Intermittent HTTP 499 and 500 errors on GET operations recorded in StorageGRID
