VMware Tools Installation Failure: vix error code 21001 when deploy SnapCenter Plug-in for VMware vSphere with VMware ESXi 9.0

Issue

When attempting to install VMware Tools on a virtual machine with SnapCenter Plug-in for VMware vSphere deployed, the following error message is encountered:

mountInstaller Failure: The required VMware Tools ISO image does not exist or is inaccessible. 
vix error code = 21001 
Unable to install VMware Tools. An error occurred while trying to access image file "linux.iso" needed to install VMware Tools: 2 (No such file or directory).
