SnapCenter restore using Restore-SmServerBackup fails with error "The user name or password is incorrect. (Exception from HRESULT: 0x8007052E)"

Issue

When moving SnapCenter Server to a new host using the Tech Refresh procedure, the Restore-SmServerBackup failed with the errors:

The user name or password is incorrect. (Exception from HRESULT: 0x8007052E)

And additionally, the following error can be found :

Exception: SnapCenter repository is not accessible. Error: Value cannot be null
