SnapCenter deletes metadata for backups that are still active based on retention

Issue

Primary backups get corrupted/disappear when using SnapVault with a backup policy that is configured with a higher retention on the primary storage then on secondary storage.
 
e.g. a fixed number of days of backup snapshots is setup on primary storage (e.g. 21 dailies for three weeks of backup), and the backups also perform SnapVault updates (e.g. using label "daily") which run successfully. The SnapVault's vault policy retention for that label is 14 for label "daily", and any number of primary backups older then the oldest SnapVault Snapshot are lost when the SnapVault CleanUp script is run (ususally every Sunday).
 
Note: with SCE, even when the secondary contains a retention count that may cover at least the same time span, backups for for half of those days (i.e. 10 or 11 days *) are lost as well.
