However, the adjustements that Support helps with from that article do not work:
When attempting to run: rabbitmqctl.bat add_user admin PASSWORD  in an elevated CMD.exe shell, the following error is shown multiple times, before ending in a json formatted response:
Failed to create cookie file 'F:/.ACCOUNT.cookie': noent
 
While, when using a non-elevated CMD.EXE, the error is:
Error: unable to perform an operation on node 'rabbit@DOMAIN'. Please see diagnostics information and suggestions below.
