SCV services are unable to start due to missing MYSQL password after SCV 6.2 deployment

Issue
- After deploying SCV 6.1.x or above, SCV management user interface shows:
vCenter Plugin connection has failed. VADP Server error occurred
SnapCenter Plug-in connection has failed. Failed to VMware plugin status: Connection refused (Connection refused).
Please make sure the plugin is up and running. Failed to get protection services status from configuration service:
