SCV host returns status as “No plug-ins installed” after being added to SnapCenter

Issue
- The SCV services are running and the SCV webpage accessible
- SCV appliance returns Overall Status as “No plug-ins installed” after being added to SnapCenter
- The SnapManagerWeb.log file reports a connection error when attempting to discover the host plugin
