SCV Vault update fails with destination not found getting https timeout on secondary

Issue

The SnapVault update in the backup process often fails at specific day times, with the following error:

Unable to find SnapMirror destination(s). Error: No SnapMirror relationships were found. Resolution: Please make sure that secondary storage systems are registered and host can resolve them correctly.Unable to find SnapVault destination for the source volume(s) <SVM_NAME> : <VOLUME>

Additionally, when checking the protection services log (job-JOB.log), it shows either:
[ERR] Failed to run a command NetApp.DataProtection.Storage.CommandAPI.ConnectNcController, Exception:Connection to <SVM_IP_OR_NAME> on port 443 for protocol HTTPS timed out.
InitializeONTAP() throw exception: Failed to connect to storage system. Please check the connectivity between host and storage system.
Failed to get SnapMirror relationships [StorageSystem: <SVM_IP_OR_NAME> as destination]
or:
[ERR] Failed to run a command NetApp.DataProtection.Storage.CommandAPI.ConnectNcController, Exception:API invoke failed.
GetResource exception in initializor : API invoke failed.. No route to host [::ffff:<IP_ADDR>]:443 (<IP_ADDR>:443)
