SCV SnapMirror / SnapVault update fails with "No SnapVault destination found" error

Issue

After updating ONTAP from 9.11.1P17 to 9.13.1P14, replication (SnapMirror / SnapVault) of SCV backups fails with the following errors seen:
 
SCV UI:
Backup Replication failed: Unable to find SnapMirror destination(s). Error: No SnapMirror relationships were found. Resolution: Please make sure that secondary storage systems are registered and host can resolve them correctly.
Unable to find SnapVault destination for the source volume(s) <COMMA-DELIMITED-LISTING-OF_SVM:VOLUME>.
