SCSQL backups fail with error "Unable to find the database files"

Issue

SCSQL backups for all SQL databases on a stand-alone or cluster host fail with the following errors:
 
SnapCenter UI:
Activity 'Discovering Resources' failed with error: Unable to find the database files : (<Database_Files>). Ensure that the storages are in valid state.
Activity 'Registering invalid databases' failed with error: Unable to find any healthy resource on NetApp storage.
 
SCW_<JobID_Date_Time>.log:
Verbose SDW PID=[<PID>] TID=[<TID>] GetHostFileSystem: Found 0 disks
Error SDW PID=[<PID>] TID=[<TID>] Failed to get resource object graphs using SMAPI. Error code: 0. Details: Failed to enumerate the disks.
Verbose SDW PID=[<PID>] TID=[<TID>] ++VirtualDiskDiscoveryManager::ResolveVirtualDiskStorageLayout
Error SDW PID=[<PID>] TID=[<TID>] Errror: The resource graph is null/empty
 
Application Event Viewer log on affected SQL host:
A timeout was reached (30000 milliseconds) while waiting for the Microsoft Storage Spaces SMP service to connect. The Microsoft Storage Spaces SMP service failed to start due to the following error: The service did not respond to the start or control request in a timely fashion.
